How can a panel generate a confirmed alarm signal to the central monitoring station ?

Under sirens/alarms , there is an option for burglary verification. When enabled, a confimed burglary alarm requires two sequential alarm trips with a burglary alarm confirmation window , for the panel to send an alarm confirmation to the central monitoring station.
